Common CED bill traps
CED is now CPDL — a private operator, not a government office
Since 1 February 2025, Chandigarh's power distribution has been run by Chandigarh Power Distribution Ltd (CPDL), part of the RPSG/CESC Group — not the UT government department. Older bookmarks or references to the government's sampark.chd.nic.in payment page may be out of date; use CPDL's official chandigarhpower.com portal.
Fixed charge is a flat ₹30/month, not per-phase or per-kW
Unlike Punjab or Haryana next door, which charge based on load or phase, Chandigarh charges a single flat ₹30/month fixed charge for every domestic connection.
Privatisation didn't change the regulator or tariff-setting process
CPDL still operates under JERC-approved tariffs, the same regulatory framework as before privatisation — rates aren't set unilaterally by the new private operator.

A cheap 150-unit first slab
Chandigarh keeps the first 150 units at just ₹2.75/unit, one of the better deals for small urban households, with a 5% electricity duty charged on energy plus fixed charges and a ₹0.15/unit fuel adjustment.
How the Chandigarh bill is calculated
Chandigarh domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹2.75 to ₹5.4/unit, each band charged at its own rate. A fixed charge of a flat ₹30/month applies, plus a 5% electricity duty, and a ₹0.15/unit fuel/variable-cost surcharge.

How to read your meter
Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. Net metering explained
Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. About CED
Chandigarh's local electricity distribution was taken over by the Chandigarh Administration from the Punjab State Electricity Board on 2 May 1967, and run for decades by the Electricity Wing of the Engineering Department (CED) as a UT government department.
In May 2020, the Union Power Ministry decided to privatise power distribution across Union Territories, starting with Chandigarh. After Punjab & Haryana High Court (November 2024) and Supreme Court (December 2024) approvals, distribution transferred to Chandigarh Power Distribution Ltd (CPDL) — a subsidiary of Eminent Electricity Distribution Ltd (EEDL), part of the RP-Sanjiv Goenka (CESC) Group — on 1 February 2025, for a consideration of around ₹871 crore. CPDL now serves over 240,000 customers across Chandigarh's 114 sq km.
Is Chandigarh's electricity still supplied by a government department?
No. Since 1 February 2025, Chandigarh Power Distribution Ltd (CPDL) — a private company under the RPSG/CESC Group — has run distribution and billing for the whole UT, taking over from the former government-run CED. Tariffs remain JERC-regulated.
