Common MePDCL bill traps
MePDCL bills you, MeECL is the parent holding company
Meghalaya's power sector has four sister companies under the Meghalaya Power Sector Transfer Scheme — MeECL is the holding company, while MePDCL is the one that actually distributes power and issues your bill. Make sure any portal or complaint you use is the MePDCL-specific one.
The ₹80/kW fixed charge is high relative to neighbours
Meghalaya's fixed charge of ₹80 per kW of sanctioned load is on the higher end among northeast states — a larger sanctioned load adds meaningfully more to your fixed charge than in states with flat or lower per-kW rates.
The BPL concessional rate isn't applied automatically
A ₹3.65/unit concessional rate for the first 30 units is available to BPL households, but this calculator uses the standard domestic slabs — check your own BPL/scheme eligibility separately.
How the MePDCL bill is calculated
A flat-ish three-slab tariff
Meghalaya uses a compact three-slab telescopic tariff (₹4.50 / ₹5.00 / ₹6.50) with a relatively high ₹80/kW fixed charge and a 5% electricity duty. BPL homes get a concessional ₹3.65/unit for the first 30 units.
How the Meghalaya bill is calculated
Meghalaya domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹4.5 to ₹6.5/unit, each band charged at its own rate. A fixed charge of ₹80 per kW of sanctioned load applies, plus a 5% electricity duty.

How to read your meter
Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. Under the Meghalaya Power Sector Reforms Transfer Scheme, 2010, the state government unbundled the former Meghalaya State Electricity Board into four companies: Meghalaya Energy Corporation Ltd (MeECL, the holding company), Meghalaya Power Distribution Corporation Ltd (MePDCL, distribution), Meghalaya Power Generation Corporation Ltd (MePGCL, generation) and Meghalaya Power Transmission Corporation Ltd (MePTCL, transmission).
MePDCL itself was incorporated on 18 December 2009 and has been vested with statewide distribution since the transfer scheme took effect, serving both urban centres like Shillong and rural areas across the state.
