Common APDCL bill traps

The lifeline rate only covers the first 30 units

The subsidised ₹2.00/unit rate applies only to the first 30 units of the telescopic structure — consumption above that is billed at the higher standard slabs, up to ₹7.60/unit.

5% electricity duty applies on top of slabs

Assam's 5% electricity duty is charged on the energy bill in addition to the slab rates and fixed charge, and is easy to miss when estimating by hand.

APDCL is statewide — no regional discom to check

Unlike Bihar, Odisha or Rajasthan, Assam has a single distribution company for the whole state, so there's no risk of being billed by a different entity.

How the APDCL bill is calculated

A subsidised lifeline first slab

Assam charges just ₹2.00/unit for the first 30 units as a lifeline rate for low-income households, then rises through a telescopic structure to ₹7.60/unit, with a 5% electricity duty on the bill.

How the Assam bill is calculated

Assam domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹2 to ₹7.6/unit, each band charged at its own rate. A fixed charge of a flat ₹70/month applies, plus a 5% electricity duty.

Your bill, component by component

Based on the 150-unit example above. Expand each line for what it means and whether you can influence it.

Energy chargeReducible₹810.00+

Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹810.00.

Fuel cost adjustment (FCA)Set by DISCOM₹0.00+

A ₹0/unit pass-through surcharge that tracks the DISCOM's power-purchase cost. It applies equally to every consumer on this tariff and isn't something you can reduce by changing usage.

Fixed chargeFixed₹70.00+

Charged regardless of how many units you use (flat). The only way to change this line is to change your phase, sanctioned load, or connection type.

Electricity dutyStatutory₹40.50+

A 5% state government levy on the energy charge — set by statute, not by the DISCOM, and not reducible by usage pattern.

How to read your meter

Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.

Tools that cut your bill

Swap CFL for LED bulbs

Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹104.86/year at Assam's top slab rate (₹7.98/unit) — per bulb.

Upgrade to a 5-star AC

A 1.5 ton 5-star AC vs 3-star, run 6 hrs/day, saves about ₹4,448.16/year in Assam.

Tips to reduce your APDCL bill

  • Where practical, keep usage below your next slab threshold — the marginal units above ₹7.60/unit cost the most.
  • For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.

Net metering explained

Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first. Estimate your solar payback →

About APDCL

The Assam State Electricity Board (ASEB) was unbundled in December 2004, as part of state power sector reforms, into one generation company, one transmission company and three distribution companies. Assam Power Distribution Company Ltd (APDCL) was incorporated on 23 October 2009 to consolidate and take over ASEB's distribution business.

APDCL is the sole distribution licensee for the entire state, serving over 33 lakh consumers from Sadiya in the east to Dhubri in the west, including Guwahati.

Does APDCL supply electricity to Guwahati?

Yes. APDCL is Assam's single, statewide distribution company, covering Guwahati and every other part of the state — there is no regional split to check.

Frequently asked questions

Is the Assam electricity tariff telescopic?

Yes. Assam charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.

What is the fixed charge for a Assam domestic connection?

The fixed charge is a flat ₹70/month.

How accurate is this Assam bill estimate?

It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. Always confirm against your official APDCL bill.

Does APDCL supply electricity to all of Assam?

Yes. APDCL is the sole distribution licensee for the entire state, serving over 33 lakh consumers from Sadiya to Dhubri, including Guwahati — there is no regional split.

How do I check or pay my APDCL bill online?

Pay via the official portal at apdcl.org. For queries, call the 24×7 toll-free helpline 1912 (within Assam).

What is APDCL, and how did it form?
