TPCODL is one of four Odisha discoms
TPCODL covers Bhubaneswar, Cuttack, Paradeep and Dhenkanal specifically. The rest of the state is split between TPWODL, TPSODL and TPNODL — all Tata Power-managed, all on the same OERC tariff, but billed separately.
It's a public-private partnership, not a pure private company
GRIDCO (the state government) still holds 49% of TPCODL, so it isn't a fully private utility — some processes and complaint-escalation paths may still route through GRIDCO or OERC.

About TPCODL
TP Central Odisha Distribution Ltd (TPCODL) was incorporated on 6 April 2020 as a wholly owned subsidiary of the state-owned GRIDCO, taking over the former Central Electricity Supply Utility (CESU). Tata Power won a public-private partnership bid for all four Odisha discoms and acquired a 51% stake in TPCODL for ₹178.5 crore, with GRIDCO retaining the remaining 49%.
TPCODL holds the 25-year OERC distribution licence (effective 1 June 2020) for the Bhubaneswar (Circles I & II), Cuttack, Paradeep and Dhenkanal circles. The rest of Odisha is served by three sister Tata Power-managed companies: TPWODL (west), TPSODL (south) and TPNODL (north).
