Common PED-PY bill traps
The 50 free units are BPL-only
Puducherry's 50-free-units scheme applies only to BPL (Below Poverty Line) households, not to every domestic consumer — check your ration-card-linked eligibility rather than assuming it applies.
Karaikal, Yanam and Mahe aren't separate DISCOMs
Because these three regions are geographically detached from Puducherry town and sit inside other states, some assume they're billed by Tamil Nadu, Andhra Pradesh or Kerala utilities. All four regions are actually billed by PED under one UT-wide tariff.
Fixed charge depends on phase, not category
The ₹25 vs ₹75 fixed charge split is based on whether your connection is single-phase or three-phase, not on your consumption or connection category — check your meter type if your fixed charge looks unexpected.
How the PED-PY bill is calculated
Government-absorbed slab-1 hike
Puducherry’s government absorbs rate increases on the first 0–100 unit slab, keeping it at ₹2.90/unit, and continues to give BPL families 50 free units a month. A 5% electricity duty applies.
How the Puducherry bill is calculated
Puducherry domestic supply is billed monthly. Consumption is split across telescopic slabs from ₹2.9 to ₹7.5/unit, each band charged at its own rate. A fixed charge of ₹25 single-phase / ₹75 three-phase applies, plus a 5% electricity duty.
Your bill, component by component
Based on the 200-unit example above. Expand each line for what it means and whether you can influence it.
Energy chargeReducible₹690.00+
Priced across telescopic slabs — the more you use, the higher the marginal rate. Shifting usage below your next slab threshold lowers this line directly. This example totals ₹690.00.
Fuel cost adjustment (FCA)Set by DISCOM₹0.00+
A ₹0/unit pass-through surcharge that tracks the DISCOM's power-purchase cost. It applies equally to every consumer on this tariff and isn't something you can reduce by changing usage.
Fixed chargeFixed₹25.00+
Charged regardless of how many units you use (single-phase). The only way to change this line is to change your phase, sanctioned load, or connection type.
Electricity dutyStatutory₹34.50+
A 5% state government levy on the energy charge — set by statute, not by the DISCOM, and not reducible by usage pattern.
What's included in your bill
| Component | What it is | Typical range |
|---|---|---|
| Energy charge | Units × slab rate, telescopic | ₹2.90–₹7.50/unit |
| Fixed charge | Flat, independent of usage | ₹25 / ₹75 (single / three-phase) |
| Electricity duty | State government levy | 5% |
| Subsidy | 50 free units (BPL) | 50 free units |
How to read your meter
Digital meters show a running total in kWh ("units") on an LCD display — write down the number before the decimal point. To find your consumption for a billing period, subtract your previous reading from your current reading; that is exactly what the "Meter reading" mode in the calculator above does for you. Analog meters use a set of dial gauges read left to right — note the number the pointer has just passed on each dial.

Tools that cut your bill
Swap CFL for LED bulbs
Replacing a 15W CFL with a 9W LED bulb, run 6 hrs/day, saves about ₹103.54/year at Puducherry's top slab rate (₹7.88/unit) — per bulb.
Upgrade to a 5-star AC
A 1.5 ton 5-star AC vs 3-star, run 6 hrs/day, saves about ₹4,392.42/year in Puducherry.

Tips to reduce your PED-PY bill
- Confirm your eligibility for 50 free units (BPL) is correctly marked on your account — it's worth 50 free units every cycle.
- Where practical, keep usage below your next slab threshold — the marginal units above ₹7.50/unit cost the most.
- For high-usage households, rooftop solar can offset your most expensive top-slab units — see the solar section above.
Net metering explained
Net metering lets a rooftop solar system export surplus power back to the grid through your existing meter, which runs in reverse. At billing time, your DISCOM credits the exported units against what you drew from the grid — you're billed only for the net difference. Combined with telescopic slabs, this typically offsets your most expensive units first. Estimate your solar payback →
About PED-PY
The Electricity Department, Government of Puducherry (PED) is a deemed licensee under Section 14 of the Electricity Act, 2003, for transmission, distribution and retail supply across the Union Territory. Unlike most Indian states, Puducherry has not corporatized its power utility into a separate company — PED operates directly as a government department.
PED supplies all four regions of the Union Territory — Puducherry, Karaikal, Yanam and Mahe — despite them being non-contiguous enclaves surrounded by Tamil Nadu, Andhra Pradesh and Kerala. All towns and villages in the UT were fully electrified as early as 1972.
Does PED supply electricity to Karaikal, Yanam and Mahe as well as Puducherry town?
Yes. PED is the sole electricity supplier across all four regions of the Union Territory — Puducherry, Karaikal, Yanam and Mahe — even though Karaikal and Yanam sit inside Tamil Nadu and Andhra Pradesh respectively, and Mahe sits inside Kerala.

Frequently asked questions
Is the Puducherry electricity tariff telescopic?
Yes. Puducherry charges telescopically: each slab is billed at its own rate, so moving up a slab does not re-price your cheaper units.
What is the fixed charge for a Puducherry domestic connection?
The fixed charge is ₹25 single-phase / ₹75 three-phase.
How accurate is this Puducherry bill estimate?
It uses the published domestic slab rates and is a close estimate, not a billing-grade figure. Always confirm against your official PED-PY bill.
Does PED supply electricity to Karaikal, Yanam and Mahe, not just Puducherry town?
Yes. PED is a deemed licensee under the Electricity Act 2003 for the whole Union Territory, and supplies all four regions — Puducherry, Karaikal, Yanam and Mahe — even though they are physically separate enclaves surrounded by Tamil Nadu, Andhra Pradesh and Kerala respectively.
How do I check or pay my PED electricity bill online?
Pay via the official portal at pedservices.py.gov.in using net banking, card, UPI or BBPS. For queries, call the 24×7 toll-free helpline 1800-425-1912, or the short code 1912.
What is PED, and how did it form?
The Electricity Department, Government of Puducherry (PED) is a deemed licensee under Section 14 of the Electricity Act 2003, operated directly by the UT government rather than as a separate corporation. All towns and villages in the Union Territory were electrified as early as 1972.
